This area becomes accessible when you guide Matt through the initial part of the mission. Look towards the shops within the parking lot, and you’ll easily spot two mailboxes. The turtle location is cleverly hidden directly behind these mailboxes.

Alleyway Turtle Location Near the Bridge
As you progress past the police presence and head towards Matt’s van, the bridge will come into view. Before you cross it, take note of an alleyway to your left.
