The history of the Behavioral Sciences and Community Services (BSCS) is deeply rooted in grassroots efforts, driven by local citizens and leaders who recognized the critical need to address substance use and behavioral health challenges within their communities. From its inception, BSCS has been committed to providing accessible and non-traditional services, a dedication that is exemplified by its connection to Beal Street and its ongoing legacy of community-focused care.

The seeds of BSCS were sown in the 1970s, as local initiatives began to take shape, fueled by a growing awareness of the impact of substance use on families and communities. These early efforts laid the groundwork for a new approach to community health, one that prioritized local needs and community-driven solutions.

During the 1980s, these grassroots initiatives evolved into non-traditional service providers. They pioneered street outreach programs and established a crucial crisis hotline. Demonstrating an unwavering commitment to vulnerable youth, they opened the first homeless shelter for young people in the Commonwealth. This period highlighted a dedication to ensuring every young person had access to a safe, understanding, and supportive environment, reflecting the core values that would later be embodied by Beal Street programs.

The 1990s marked a pivotal moment as these foundational agencies formally united to create BSCS. This union solidified their shared commitment to the principles upon which they were founded. As the 2000s unfolded, BSCS experienced further growth and expansion. Responding to state-level reforms in the child serving system, BSCS was chosen to deliver comprehensive child and family services. Expanding its reach, BSCS also broadened its social justice services to support individuals involved with law enforcement. This period of growth paved the way for the significant addition of programs like those on Beal Street.

The period between 2009 and 2019 witnessed substantial growth in BSCS’s support for children and families with the Diane DeVanna Center and Beal Street Residential programs becoming part of the BSCS family. Crucially, as communities grappled with the devastating opioid epidemic, BSCS, including its Beal Street programs, was at the forefront, providing Peer Recovery Centers, Prevention Services, and Specialized Substance Use Treatment Programs, while also ensuring access to Narcan. The integration of Beal Street Residential programs during this decade underscored BSCS’s commitment to providing diverse and responsive services.
