The City of Boston’s Public Facilities Department (PFD) is announcing a significant opportunity for experienced design firms. We are officially requesting qualification statements for comprehensive design services for the full renovation of the municipal office building located at 26 Court Street. This Request for Qualifications (RFQ) is issued under Massachusetts General Laws Chapter 7C, §§ 44-57.

Scope of Design Services Required

The City of Boston is seeking a qualified design team to provide a full suite of services, from initial concept to construction completion. These services include:

  • Schematic Plans and Outline Specifications
  • Design Development Plans and Specifications
  • Construction Plans and Specifications
  • Administration of Construction Contract
  • Construction Supervision

The comprehensive scope of work for the 26 Court Street Full Renovation project involves a complete overhaul of the building’s systems and aesthetics. This includes:

  • Heating, Ventilation, and Air Conditioning (HVAC) upgrades for modern climate control.
  • New Electrical and Plumbing Systems to enhance building infrastructure.
  • Window Replacements to improve energy efficiency and aesthetics.
  • Masonry Restoration to preserve the historic exterior of 26 Court Street.
  • New Elevators for improved accessibility and building flow.
  • Office Fit-Outs to create contemporary and functional workspaces.
  • Accessibility Upgrades throughout the building to meet current standards.
  • New Sprinkler System and Fire Alarm Replacement to ensure safety.
  • Selective Demolition and Hazardous Material Abatement as necessary.

Essential Qualifications and Experience

Applicants must be Registered Architects in the Commonwealth of Massachusetts to be considered for this project. Furthermore, the City of Boston is seeking firms with proven experience in the following areas:

  • Urban Project Settings: Navigating the complexities of city environments.
  • Historically Significant Buildings: Experience with renovations of older, important structures like 26 Court Street.
  • LEED (Leadership in Energy and Environmental Design) Projects: Demonstrated commitment to sustainable and environmentally responsible design.
  • Chapter 149 or Chapter 149-A Projects: Familiarity with Massachusetts public construction laws and procedures, particularly for phased occupied high-rise building renovations.

Applicants should also identify key personnel and consultants for the following disciplines: Civil, Plumbing, Electrical, Acoustical and Fire Protection Engineer, Code, Lighting, Hazardous Materials Consultant, Building Envelope and FF&E Specialist, HVAC, Specifications Writer, and Cost Estimator.

Project Timeline and Submission Details

The project completion timeframe is set at 178 weeks after contract execution. The Designer Application Package, containing detailed information and application forms, is available electronically. Interested parties can request access to the package by emailing [email protected].

Statements of Qualifications must be submitted in sealed envelopes and delivered to the PFD Bid Counter at 26 Court Street, 1st Floor, Boston, Massachusetts 02108. The submission deadline is October 21, 2020, at 2:00 P.M. Late submissions will not be accepted.
