“Oh, I loved it since I was a child,” recalls Freddy Finn, a member of the family’s second generation to run the store. His father, Sam Finn, laid the foundation for this Richmond institution in 1942. Starting in Manchester at the corner of Hull Street and 16th Street, Sam Finn began by selling military surplus, catering to the needs of a nation at war. In the early 1960s, the business relocated to its current, more recognizable location on Jeff Davis Highway and Bells Road. The landmark that guides customers to Hull Street Outlet isn’t a typical sign; it’s a giant rocket. “Just look for the big rocket! ‘Oh! Are you the rocket place! Oh, I know where you are,’” Freddy explains, highlighting the quirky identifier that has become synonymous with the store.

Today, Freddy, along with his brother Jerry and nephew Chris, are the custodians of Sam Finn’s legacy. Hull Street Outlet continues to offer military surplus, but has expanded its inventory to include office furniture, creating a diverse and eclectic mix that appeals to a broad customer base. Freddy proudly states, “We started out taking articles manufactured for warfare. We recycle them for peacetime purposes. I’m always proud of that.” This ethos of repurposing and offering value remains a core principle of the business.

Chris Finn elaborates on the unique sourcing process that sets Hull Street Outlet apart. Finding their specialized inventory of uniforms, boots, and gear is described as a “cross-country scavenger hunt.” This dedication to finding unique items allows them to provide a service unlike any other in the Richmond area. “What you’re doing is trying to provide a service that no one else provides,” Chris emphasizes. “There is nobody in town that does what we do. I don’t think I could cover it all. It is too much stuff!” The sheer volume and variety of items contribute to the store’s distinctive character.

At 51 years old, Chris believes their niche market is key to their enduring relevance, attracting both long-time patrons and new customers seeking something different. “We make it fun. Less corporate and more chaotic,” Chris describes, capturing the informal and engaging shopping experience that Hull Street Outlet offers.

For Freddy Finn, working at Hull Street Outlet is more than just a job; it’s a lifelong passion. He recounts, “I was the only 10-year-old driving a truck,” illustrating his deep-rooted connection to the family business. Now at 68, retirement is not even a consideration. “All of my friends say, ‘At your age why don’t you retire?’ I say, ‘Why would I retire? I love what I do.’ What am I going to do? Sit around and watch the Beverly Hillbillies all day,” Freddy quips, revealing his unwavering enthusiasm for his work.

The Finn family’s no-nonsense approach, free from corporate bureaucracy, is a significant factor in their enduring appeal. As Freddy explains, “We live and breathe what our father taught us to do. We’re still running the business like he did in 1942.” This commitment to their founding principles and customer-focused service has kept patrons coming back to Hull Street Outlet for nearly eight decades.
