Phase 2 of the City Operations Building project (EF-178) is currently underway, continuing the transformation of the Public Works facilities located on Pacific Street in Bellingham. Building upon the success of Phase 1, this project aims to consolidate Parks Operations and Public Works staff into a unified, modern facility. This phase includes the demolition and reconstruction of an existing vehicle barn and further remodeling of the current Public Works buildings on Pacific Street.
Project Progress and Timeline – Winter 2025 Update
Construction for Phase 2 commenced in early July, marked by the removal of the old vehicle sheds and administration offices. Site preparation is ongoing and progressing as scheduled.
Key milestones include:
- Vertical Building Construction: Anticipated to begin in mid-December, signaling a major step forward in the building phase.
- EV Charging Station Installation: Along Carolina Street, adjacent to the project site, new Electric Vehicle (EV) charging stations are being installed. This initiative is expected to be completed in October and will add to Bellingham’s public EV charging network, accessible to all EV users. These stations are part of a broader City initiative to significantly expand EV infrastructure across 26 locations, adding 90 new charging plugs throughout Bellingham.
Construction Impacts on Pacific Street and Surrounding Areas
Residents and commuters should be aware of the following temporary impacts during construction:
- Sidewalk Closure: The sidewalk on the western side of Pacific Street is currently closed to ensure public safety during construction activities.
- Temporary Street Closures: Intermittent and partial closures of Pacific Street may be necessary as work progresses. Flaggers will be present to guide traffic and ensure safe passage. Please be attentive to traffic control measures in the area.
Enhancements and New Features Coming to Pacific Street
Upon completion in 2026, Phase 2 will bring significant improvements and new features to the Pacific Street facility:
- Engineering Division Relocation: The Engineering division will move from the Federal Building to this modernized facility, enhancing operational efficiency.
- New Public Entrance: A welcoming new public entrance will be established at the corner of Pacific Street and Carolina Street, featuring public art, creating a more accessible and engaging interface for citizens.
- Expanded Facilities: The project will deliver additional meeting spaces, offices, and cubicles to accommodate staff and improve collaboration.
- Interior Renovations: The remaining older building facing Pacific Street will undergo interior updates, modernizing the workspace.
- New Vehicle Barn: A newly constructed vehicle barn will replace the outdated structure, providing improved operational capabilities.
The City Council awarded the construction contract to Dawson Construction on May 20, 2024, for a total of $20,756,870. Funding for this vital project is sourced from the Street Fund, Storm Fund, Water Fund, and Sewer Fund, demonstrating the City’s commitment to investing in essential public infrastructure.
