Pearl Street Park: Revitalizing a Historic Green Space in Charlotte, NC

Pearl Street Park, nestled in Charlotte’s Dilworth neighborhood just south of Uptown, holds a distinguished place in the city’s history as its first public park established for African Americans. Today, this significant urban green space is experiencing a renaissance, surrounded by modern developments like the Metropolitan, Midtown Terraces, and East Morehead Apartments – all spurred by the transformative Little Sugar Creek Greenway. Recognizing the need to honor the park’s legacy while adapting to the evolving urban landscape, McAdams was entrusted with master planning services to revitalize Pearl Street Park. This renovation project aimed to reactivate the park, catering to shifting demographics and the increasing demand for mixed-use spaces, offices, retail, and upscale residential living in the area. The master plan thoughtfully integrates essential infrastructure upgrades, including extensions to Pearl Parkway.

A Project Rooted in History and Community

Acknowledging the profound historical importance of Pearl Street Park, the design team prioritized the preservation of its rich narratives while creating a welcoming and engaging space for contemporary users and evolving recreational preferences. The park’s redesigned layout features versatile multipurpose fields, updated sports courts, inviting urban plaza areas, a new comfort station building, an inclusive playground designed for all abilities, and accessible walking paths. McAdams’ multidisciplinary approach was crucial in navigating and overcoming complex site conditions, including significant powerline and utility easements, floodplain considerations, Post Construction Stormwater Ordinance (PCSO) restrictions, the integration of new roadway right-of-way, and existing deed limitations.

Project Highlights: Features for a Modern Urban Park

The core principle guiding the Pearl Street Park renovation was to honor its historical significance while adapting to the contemporary needs of a growing and diverse community. This vision translated into a range of key features designed to enhance both recreational opportunities and ecological sustainability.

Key Features of Pearl Street Park:

  • Multipurpose Fields: Flexible and open green spaces designed for a variety of sports, fitness activities, and community events.
  • Sports Courts: Upgraded and modern courts for basketball and other sports, encouraging active lifestyles and community engagement.
  • Urban Plaza Areas: Designed as central gathering points within the park, these plazas provide adaptable spaces for public events, markets, and casual social interactions.
  • Comfort Station: A new, centrally located building offering restrooms and potentially other amenities for park visitors, enhancing convenience and comfort.
  • Inclusive Playground: A thoughtfully designed play area that caters to children of all abilities, promoting inclusive play and social development.
  • Walking Paths: Well-maintained and scenic paths winding through the park, inviting visitors to enjoy leisurely walks and connect with nature.
  • Nested Floodplain & Stream Daylighting: An innovative approach to stormwater management that also creates ecological and recreational benefits.

Stream Daylighting and Ecological Innovation

A particularly innovative aspect of the Pearl Street Park improvements is the daylighting of a previously buried stream. This design incorporates a nested floodplain, a strategy that not only helps mitigate downstream flooding – an increasingly critical concern in developing urban areas – but also restores natural ecological functions. Once considered an obstacle to be hidden underground, the revitalized stream and its restored natural alignment now offer valuable ecological benefits and provide unique opportunities for park visitors to interact with nature within an urban setting. This feature transforms a potential liability into an amenity, enhancing both the park’s environmental sustainability and its appeal to the community.
