Concord Street Pump Station: Charleston Infrastructure Upgrade Project

The City of Charleston has announced a significant infrastructure project focused on enhancing stormwater management in the downtown peninsula area. Located at 316 Concord St., adjacent to the International African-American Museum (IAAM), the Concord Street pump station is slated for a comprehensive refurbishment and upgrade. This essential facility serves approximately 240 acres, stretching from Meeting Street to Market Street, highlighting its crucial role in the city’s drainage system.

The project seeks to modernize the existing pump station through several key improvements. Primary objectives include the refurbishment or replacement of the main pumps and dewatering pumps, coupled with an improved lifting mechanism for the latter. Electrical components are set for a complete update, alongside necessary structural rehabilitation to ensure the longevity of the facility. Modernization extends to monitoring equipment and control systems, with updates to SCADA systems for enhanced operational compatibility. Potential outfall rehabilitation will also be assessed. Critically, the project is designed to maintain partial pump station operation throughout the upgrade process to minimize disruption to drainage services.

Engineering firms with expertise in Construction Management At-Risk (CMAR) project delivery are invited to submit proposals to undertake this vital project. The selected firm will be responsible for developing CMAR contracting documents, assisting in contractor procurement, and providing comprehensive engineering services throughout the construction phase, adhering to open-book construction management practices. Familiarity with the existing pump station equipment, its operational intent, and the influence of tides on its conveyance system are crucial. The City also encourages firms that meet Minority & Women-Owned Business Enterprise (MWBE) criteria to apply.

Interested parties are required to attend a Mandatory Pre-Submittal Meeting on July 6, 2021, followed by a Pump Station Site Tour at 310 Concord St. Electronic submittals are to be emailed by August 12, 2021.
