Understanding Potential Risks at the Landfill

As a working landfill, the site presents certain risks to vehicles. Driving within the landfill premises means there’s a possibility of encountering debris. This could range from nails that might puncture tires to glass shards that can cause damage, or even wire that could become entangled around vehicle axles, particularly if driving behind heavy-duty garbage trucks. It’s crucial to understand that Cumberland County is not liable for any damage vehicles sustain while on landfill property. Exercising caution and driving carefully can help mitigate these risks.

Payment Options for Landfill Services

For your convenience, the Ann Street Landfill accepts various payment methods. We accommodate cash, checks, and credit or debit cards for immediate transactions. For businesses or frequent users, charge accounts can be established. To inquire about setting up a charge account, please contact the Administration Office directly at 910-321-6929. Our team will provide you with the necessary details and application process.

Gate Policy and Operating Hours

Adherence to our gate policy is essential for site security and operational efficiency. Weekday access begins promptly at 6:30 a.m. Please note that entry is not permitted before this time. All customers must ensure they have completed their disposal and are off the landfill site by the designated closing time. The official time is maintained and verified by the clock located in the scale house. Once the gate is closed, no further admittance is allowed. Any attempt to bypass the gate by opening it or driving around it will result in denial of unloading privileges.

Last Load Acceptance Times

To maintain operational schedules and ensure site closure at the designated times, we have specific last load acceptance times:

Tires & Manually Unloaded Shingles
Monday – Friday 3:30 p.m.
Saturday Not accepted
All other loads
Monday – Friday 3:45 p.m.
Saturday 11:45 a.m.
All customers must be offsite
Monday – Friday 4 p.m.
Saturday 12 p.m.

Tipping Fees and Charges

For pick-up trucks, cars, SUVs, and vans that are not pulling trailers, a flat rate fee of $20 per trip is applied for chargeable debris. This is a per-trip charge and not a daily rate.

Household garbage from residents who are paying the Solid Waste user fee is accepted at no charge, for up to 4 cubic yards – equivalent to one level pick-up truck load per week. However, if household garbage is mixed with chargeable items, the entire load will be subject to the standard flat rate fee.

Vehicles paying the flat rate are directed to remain on the concrete areas within the landfill. This system is designed to expedite the process by eliminating the need for weighing and re-weighing, thereby reducing wait times and minimizing potential vehicle damage.

Apartments, condominiums, and townhomes that do not contribute to the annual Solid Waste user fee are classified as commercial entities. Consequently, they are required to pay for all waste disposal services at the landfill, whether they are charged at the flat rate or by weight.

Temporary Suspension of Clean Shingle Discount

Please be advised that the discounted rate of $15 for clean shingles is currently suspended. Due to the current low market price of oil, the recycling of shingles is not economically viable, and our storage facilities have reached full capacity. We are actively seeking new outlets for shingle recycling. Once a suitable solution is found, we will reinstate the discounted rate. We appreciate your understanding regarding this temporary suspension.

Weather Contingency Policy

In cases of inclement weather advisories, the Ann Street Landfill may need to temporarily close. Closures can occur due to various weather conditions including high winds, lightning, fog, or more severe weather events that necessitate a full-day closure. We make every effort to inform our account holders about any closures. Updates regarding landfill closures are also promptly posted on the County’s official website. Please check these resources for the most current information during periods of uncertain weather.

Towing and Vehicle Assistance Policy

The Solid Waste Management department is committed to maintaining reasonably accessible roads within the Ann Street Landfill site. However, it is important to note that the department does not assume responsibility for preventing or resolving situations where vehicles become stuck or disabled. Vehicle owners are solely responsible for arranging and securing their own towing services if needed. Please drive cautiously and be aware of ground conditions, especially after periods of rain or in less developed areas of the landfill.

Covered Load Requirement and Associated Fees

To prevent litter and ensure site cleanliness and safety, all loads of debris transported to the Ann Street Landfill must be properly covered. Acceptable covering methods include secured tarps, cargo nets, tie-downs, or placement of materials in closed containers to prevent any material from falling or blowing out during transit. Vehicles arriving without covered loads will not be refused entry, but they will be subject to additional fees, on top of the standard landfill usage fees:

  • Cars, pick-ups, or trailers: $10 per load
  • Commercial and all other vehicles: $25 per load

These fees are in place to encourage responsible waste transportation and help maintain the cleanliness of both the landfill site and surrounding roadways.

Designated Disposal Areas at Ann Street Landfill

The Ann Street Landfill is organized into specific areas for the segregated disposal of different types of solid waste. These designated areas include the Subtitle D Landfill, the C & D Landfill (Construction and Demolition debris), Area 1, and Sharps disposal. Please ensure you are disposing of waste in the correct designated area as per site guidelines and signage.
