Project Overview: Affordable Housing on Jersey Street

The Jersey Street Site is a City-owned property strategically selected for development. HPD is utilizing a Request for Proposals (RFP) to find qualified developers who can realize the community’s vision for this site. This competitive RFP process ensures that the selected development aligns with specific goals and guidelines that are carefully crafted to reflect local community priorities for Jersey Street. The development of affordable housing on the Jersey Street Site is a key focus of this initiative.

Location of the Jersey Street Site

The Jersey Street Site is situated at 539 Jersey Street on Staten Island’s North Shore. It is uniquely positioned, bordering the vibrant neighborhoods of St. George, New Brighton, and Tompkinsville. This central location makes the Jersey Street development a potentially transformative project for the surrounding communities. The site itself is defined by Brook Street, Castleton Avenue, Jersey Street, Victory Boulevard, and Pike Street, creating a substantial footprint in the area.

Site Details and Context

The Jersey Street Site encompasses approximately 115,000 square feet. Currently, the site serves as a Department of Sanitation (DSNY) garage, providing essential services to Staten Island Community District 1. This Staten Island District 1 Sanitation Garage is crucial for local cleaning, collection, and snow removal. Looking ahead, the NYC Department of Design and Construction (DDC) is constructing a new, modern Staten Island 1 garage, with completion anticipated by the end of 2024. Once this new facility is operational, DSNY will relocate its operations from the Jersey Street Site, paving the way for the affordable housing development project.

The Jersey Street Site is located on an irregularly shaped block within a diverse neighborhood. The surrounding area features a mix of one- and two-family homes, local businesses, and community anchors such as the Mount Sinai United Christian Church. The broader context includes a variety of land uses, from residential buildings to religious institutions and neighborhood-serving businesses. Jersey Street and Victory Boulevard are important commercial corridors, offering retail and community facilities that serve the local population. The site also benefits from excellent public transportation access, with direct service from the S46, S48, S61, S62, and S66 buses on Victory Boulevard, and the S52 bus on Jersey Street. Furthermore, the site is conveniently located approximately half a mile from the Tompkinsville Staten Island Railroad (SIR) station and just one mile from the St. George Ferry Terminal, enhancing its connectivity to the wider city.
